The Transport Global Unit has experienced specialists covering multiple transport modes (rail, marine, road, etc.) and functional areas (operations, engineering, financial, economics).

We understand the challenges with establishing and sustaining efficient transport systems and have expertise in devising innovative solutions to nodal challenges encountered at ports, intermodal depots and transit terminals.

In the past 10 years, the Transport Global Unit has led or supported feasibility appraisals, safety and operation audits, master plans, benchmarking and best practice assignments, and transaction advisory projects.

We identify and analyze the economic and financial costs/benefits of planned investments in transportation infrastructure and provide Clients with clear answers to their questions of feasibility.

We understand that traffic projections, client objectives and the operating environment must define infrastructure designs and that the delivery of infrastructure is short-sighted without a viable plan for long-term operations and maintenance. Our experience includes conceptual design of infrastructure; condition assessment and rehabilitation planning; and procurement planning / tender document preparation.

We have a long and successful history of assisting Clients develop and execute PPP transactions. We also understand that investment in transportation infrastructure extends well beyond fixed infrastructure; and we have identified creative ways for both the public and private sectors as well as multilateral development banks (MDB) to participate in the sector regardless of who owns the infrastructure.

Global Director - George Kaulbeck

George is a Professional Engineer by training with a Civil Engineering degree from the Technical University of Nova Scotia and a Master of Business Administration in Finance from McMaster University. George has a successful track record of delivering management consulting assignments in the transport sector in Canada, Asia and Sub-Saharan Africa. Prior to joining CPCS, he held supervisory and management positions of increasing responsibility at the Canadian National Railway in operations, infrastructure maintenance and financial & strategic planning. In his last position, he was responsible for the Engineering department in CN’s Atlantic Zone, where he was responsible for the maintenance of track, structures, and signals & communication systems on over 600 miles of mainline track. Joining CPCS in 2006, George applied his breadth of railway knowledge to wide-ranging rail projects including feasibility studies; infrastructure and functional designs; condition assessments and rehabilitation plans; upgrading and performance studies; and transaction advisory. In more recent years, George has applied his expertise to other transport sectors including multimodal, urban transit and road transport; often providing project leadership or technical support on studies involving corridor strategies, logistics analysis and cross-sector benchmarking.
