Railway Concessioning in Sub-Saharan Africa

Is the process still on track?

  CPCS Transcom examines railway concessions in Africa over the past 15 years. Since the first transaction in 1993, seventeen concessions have been awarded with eleven railway concessions currently in operation in Sub-Saharan Africa. This article brings to light some of the challenges of these concessions and gives reasons to why some have failed while others were successful. The article also examines the future of rail concession in Africa, in particular the growing interest of Asia in African railways.

Balancing Risks in Urban Rail Public-Private Partnership Projects

CPCS Presentation to the MENA Rail Conference

 PPPs can be an effective mechanism for developing Rail Mass Transit System (RMTS) projects. A PPP agreement will effectively allocate risks between the public and private sectors, greatly increasing the chance for a successful project. As RMTS systems are high risk, a good PPP agreement may make or break the project. This paper outlines the various risks inherent in rail mass transit PPPs and discusses how best to allocate them between stakeholders.

Update on PPPs in Malawi

PPP policies under development

 The Privatisation Commission of Malawi is working hard to build the capacity of public sector officials in the development of public-private partnerships. Although many other transactions have occured in the past, only now is a National PPP Policy being drafted. Enabling legislation is also being drafted to provide an institutional setup for the PPP programme. The Privatisation Commission maintains a complete website with up-to-date information about current issues relating to PPP. CPCS Project Update

Armenian Railway Concession

In 2007, CPCS was awarded the mandate to act as the transaction advisor for the concession of the Armenian Railway. Negotiations with the preferred bidder are ongoing and the handover is expected in 2008.

Amman-Zarqa Light Rail System Tendering
