INLAND WATERWAYS ADMINISTRATION INSTITUTIONAL STRENGTHENING AND BUSINESS PLANNING VIETNAM

The Vietnam Inland Waterways Administration (VIWA) had recently undergone organizational restructuring whereby much of the operational aspects of the former agency had been separated into distinct state agencies.  For this project, CPCS focused on developing the institutional capacity, management systems and structures within VIWA for the safe, efficient and viable operation and maintenance of inland waterways and equipment.  In the institutional area the project supported:
  • capacity development in strategic and business planning, maritime traffic control, communications and safety, environmental monitoring, and infrastructure maintenance
  • development of management structures and systems/tools to increase VIWA’s capacity to meet the challenges of a market-oriented economy
  • pilot implementation of new market-oriented management concepts
  • development of a strategy for the nation-wide replication of pilot results
