COMMUNITY WATER TRANSPORT PAPUA NEW GUINEA
> SECTOR(S) : Marine
> SERVICE(S) : Legal and Regulatory Services, Planning, Economics and Modelling, Poverty Alleviation and Social Impacts

This ongoing CPCS project with the Papua New Guinea (PNG) Department of Transport focuses on institutional strengthening services in the PNG maritime sector while developing measures to improve the linkages between marine transport, community development and poverty reduction.

The key project objectives are:
  • To directly reduce the poverty of marginalized maritime and river based communities by providing safe water-based transport to markets and social services through improved transport services and infrastructure; and
  • To support further maritime operational reform and to assist in operationalising the new National Maritime Safety Agency.

A community engagement program will seek to stimulate economic development so that the water transport services can become self-sustaining over time. This will greatly reduce the transport constraint of the remote communities and release the potential of community water transport as well as reinforce the connection between transport and poverty reduction.

CPCS is providing continuing services in (1) Project Management; (2) the establishment and monitoring of Community Water Transport Service Franchises; (3) Community Development; (4) Small Craft Safety; (5) Rehabilitation/Construction of Marine Infrastructure; and (6) support to the National Maritime Safety Authority
