PCS was recruited to examine the possible mechanisms for increasing private sector participation (PSP) in the operation and management of the Port of Cotonou in Benin.
CPCS provided a diagnostic report, examining the current and potential operation of the port. This included,
- an evaluation of tariffs,
- financial and legal due diligence,
- analysis of traffic levels,
- market assessment,
- evaluation of labour,
- port management and management procedures,
- civil and equipment engineering,
- operations,
- legal and regulatory issues, and
- environmental impacts.
CPCS conducted a comparative assessment of the Port of Cotonou’s performance relative to competing ports as well as to international standards.
To permit sustainable improvements in the overall competitiveness of the Port, CPCS defined more than a dozen commercialization options. These scenarios were presented at a workshop, involving port management, union representatives and other key stakeholders. CPCS then presented the client with a detailed report evaluating the various commercialization scenarios, including short-term impact, ease of implementation, and sustainability.
