AMMAN TO ZARQA LIGHT RAIL SYSTEM (LRS) BUILD-OPERATE-TRANSFER (BOT) JORDAN

This CPCS-led project assisted the Government of Jordan (GoJ) in attracting investors to build, operate, and transfer a light rail system (LRS) between the Jordanian capital of Amman and the nearby industrial centre of Zarqa. CPCS was mandated to provide advisory services to develop a strategy for the re-tender of the LRS project and to assist in the bidding and transaction process.

The essential objective of this project was the development of a modern, convenient mode of transport connecting Amman and Zarqa. The Amman-Zarqa LRS is designed to be the first link in a more extensive transit system, which, combined with a feeder bus system, will go some way to relieve congestion of the roads, improve air quality and reduce the number of accidents along the Amman-Zarqa corridor.

As lead advisors, CPCS was responsible for all stages of the transaction, from initial strategy development to calling for expressions of interest, preparing and issuing the request for proposal (RFP), organizing the bidders’ conference, and evaluating bids and assisting in negotiations with the preferred bidder. Our team of experts also developed Financial Models for the project, assessed the level and form of public sector financial support for the project, and revised and finalized a draft Construction and Operating Agreement.
