FEASIBILITY STUDY AND CONCEPTUAL DESIGN OF ABUJA MASS TRANSIT NETWORK	NIGERIA

The Federal Capital Territory Administration (FCTA) decided to create a Mass Transit System for the Federal Capital Territory (FCT) Abuja. CPCS is engaged to conduct a Feasibility Study and develop a Conceptual Design of Lots 1, 2 & 3 of Abuja Mass Transit. We are also supporting the FCDA in the tendering process to grant concessions for the Mass Transit, supporting the institutional strengthening of the Transportation Secretariat and undertaking a review of the legal/regulatory environment for mass transit.

CPCS is reviewing all documents and reports germane to the development of Abuja, and the proposed mass transit system. The information is being used to recommend a Legal/Regulatory framework and a preliminary Transit Plan for operating the mass transit. CPCS is also proposing an Institutional Strengthening plan, preparing a conceptual design and performance specification for the three lots to facilitate a rapid tendering and selection of concessionaires.

CPCS is also assisting in formulating the optimal private sector participation (PSP) option for the mass transit. We are also advising on the implementation and award of concession, which includes negotiating the concession agreements and closing the transaction.
