CPCS was retained to by the Government of Serbia to assess a range of PPP arrangements and to develop a national PPP strategy for the road sector. We identified the conditions under which each PPP option was viable and would be supported by the private sector, and also considered the social benefit arising from implementing a PPP approach. We quantified the benefits of the approach, and recommendations supported by a financial analysis. Preliminary analysis of any legal issues involved in undertaking the PPP. The CPCS Team estimated the current and likely future traffic levels along the corridors in question. We identified the number of concession contracts for the project scheme and determined the assets to be included in potential contracts. Following a review of the available technical standards for road maintenance, engineering works construction, rehabilitation and renewal works, we carried out an institutional analysis of the Serbian roads authority and related organizations that are affected by the proposed concession arrangements.   |
