POLICY REFORM IN ROAD TRANSPORT CHINA

CPCS carried out a national review of road transport policies in China.  The objective was to carry out a thorough review of the institutional and policy framework, including the implications of China’s accession to the World Trade Organization (WTO).

CPCS carried out a background review (at the national and provincial levels) of road transport policies affecting both freight and passenger transport. We also reviewed the institutional responsibilities for
policy making and implementation.  This review led to a proposed market-based policy framework and was accompanied by an assessment of the regulations and cost/quality of road transport services, based on two provincial case studies focusing on freight transport and passenger transport.

We reviewed the structure and performance of the road transport sector, focusing on factors affecting the performance of the industry, and assessing the expected impact of WTO accession.  This review was accompanied by an assessment of the regulations and cost/quality of road transport services, based on two provincial case studies in the east and west regions of the country.

CPCS presented some of the report’s findings to stakeholders at a workshop on the impact of policy on the efficiency and demand-responsiveness of selected road services in three Chinese provinces.

The final output of the project was a road transport policy reform action plan, indicating the current situation, proposed actions, performance indicators (baseline and targets), defining the schedule and the responsible agency. The Action Plan was published by the Asian Development Bank and is available on their website.
