CPCS advised the Nigeria Federal Highway Agency under World Bank financing to develop feasible recommendations leading to the preparation of draft legislation and action plans for the setting up of a national Road Fund, Road Board and Federal Highway Authority. CPCS undertook a comprehensive study of the present situation of the road sector in Nigeria, focussing on the policy and organization of institutions, and the condition and use of road infrastructure. The CPCS Team prepared an institutional structure to ensure responsible governance and control, drafted legislation as a basis for reform in the road sector, recommended operational strategies, and prepared an Action Plan for setting up the three organizations.   |
