CPCS assisted a private company and potential operator of Uganda Railways to prepare a Business Plan and offer to the Government of Uganda for the private operation of URC under a concession structure, which included significant social development planning and consideration. With the encouragement of the Ministry of Transport and Communications, we assisted a potential private operator to prepare a detail business plan for the operation of Uganda Railways under a concession structure, and outline specific social resettlement and development options. We developed a detailed financial and railway operating model and prepared a series of plans for the potential private operator: staffing and management plan, train operating plan, marine operating plan, mechanical and civil maintenance plans, and investment plan. To complement proposed operating models and management plans, CPCS developed a comprehensive Social Development Study with specific focus on gender issues.   |
