RAIL TECHNICAL ASSESSMENT PERU
> SECTOR(S) : Rail
> SERVICE(S) : Planning, Economics and Modelling, PPP Advisory

The Central Railway of Peru connects the Seaport of Callao near Lima with the cities of Huancayo and Cerro de Pasco, which are located on the high plateau between the Cordillera Occidental and the Cordillera Oriental mountain ranges. The railway, which was owned by the Government of Peru and operated by the state-owned enterprise ENAFER, was privatized in 1999 to a consortium of Peruvian and foreign investors.

CPCS conducted an operational and environmental review of the Peru Central Railway concession on behalf of an international lending institution. CPCS undertook an evaluation of the technical management of Ferrovias Central Andina (FVCA), including a comprehensive financial and economic analysis. We also completed an assessment of the rail transport market, whereby we reviewed the railway industry in Peru, evaluated competitive factors and traffic forecasts, and made financial projections. Lastly, CPCS completed a project appraisal whereby we assessed the proposed expansion project in terms of scope, implementation capacity and reasonableness of its investment cost.
