CPCS was retained by the Lagos State Government agency, LAMATA (Lagos Metropolitan Area Transport Authority) to develop a conceptual design, serve as transaction advisors and undertake preliminary engineering of the proposed light rail line in the city of Lagos – the “Blue Line”. The Blue Line will run from Okokomaiko, west of the city centre, to Marina, in the heart of the financial and commercial activities of Lagos Island. The infrastructure will consist of 27 km of double track, 13 passenger stations, and a 1250-metre 4-track bridge spanning the Osa Lagoon and connecting Lagos Island to the mainland. The Blue Line will be the first of 7 light rail transit lines that will eventually comprise the Lagos Urban Rail Network. The impact of the development on Lagos and its inhabitants will be monumental. The Blue Line project included a demand study for the corridor, a conceptual design, and financial and economic analysis. CPCS and its subcontractor prepared a conceptual design for the rail system including all installations and the design of new stations. CPCS analyzed the financial returns of the project to the economy of Nigeria and Lagos State as well as assessed the project from the perspective of the likely bidders for the operating concession. CPCS designed a procurement strategy for Design/Build contractors and a PPP strategy for the operating concessionaire. We assisted LAMATA in shortlisting from Expressions of Interest, tendering and selection of contractors/operators and will assist with negotiation with the successful bidders. In 2009, LAMATA published advertisements for the tender of contract for the design and construction of the railway fixed infrastructure. At the same time, they advertised for Expressions of Interest for the railway operations and maintenance (OM) concession. CPCS continues to provide transaction advice to LAMATA as the transport authority negotiates with the various private sector players that wish to build and operate the Blue Line.
