In the context of the Canadian Rail Freight Service Review, CPCS was retained by Transport Canada to review the statutory obligations governing level-of-service and remedies for addressing service disputes in a range of regulated industries.  The industries covered, in addition to rail freight in Canada, are: rail freight in the U.S.; air, water and pipeline carriers in Canada; and hydro-electric, television and telephone utilities in Canada.  For rail freight in the U.S. and Canada, the study also describes the non-statutory or commercial mechanisms available for addressing service issues.  The purpose of the study was to assess whether the approaches used in regulating level-of-service in the various subject industries could be usefully applied to regulating level-of-service in rail freight in Canada.
