The Government of Sierra Leone through the National Commission for Privatisation and with support from the World Bank, is pursuing an ambitious program of port sector reform. At the centre of the effort is transformation of the Sierra Leone Port Authority (SLPA), which at present operates as a Service port providing all port services including cargo handling, to that of a Landlord port. As part of this reform, the Sierra Leone Port Authority is now in the transaction phase (i.e. concession of the container terminal and licensing of bulk and break-bulk operations at Queen Elizabeth II Quay)
