The EAC is the regional intergovernmental organization for Burundi, Kenya, Rwanda, Uganda and Tanzania with its Headquarters in Arusha, Tanzania. The goals of the EAC include deepening trade links and economic opportunities among the member countries, including investment in improved transport infrastructure. To this end, the EAC countries wish to develop an improved railway system and service throughout the region and have engaged CPCS to support them in this effort.
CPCS advised the East African Community (EAC) on the development of a railway Master Plan for the region. The objectives of the assignment were to:
- Evaluate the current and potential demand for railway infrastructure and services to become more competitive through reduction of transport and transactional costs.
- Review the current railway capacity and planned improvements in order to establish the gap between current capacity and the requisite railway infrastructure and services needed to meet future demand.
- Propose a railway development strategy and action plan (Master Plan) to develop the required level of infrastructure and services needed to encourage regional trade and economic development.
- Prepare a suitable organizational structure necessary to implement the Master Plan
CPCS provided a range of services to the EAC in this assignment including financial and economic analysis of railway options and traffic studies, review of legal and regulatory implications, and environmental and social analysis. Capacity and consensus building among key stakeholders was an integral part of the assignment. Our findings were presented at a stakeholders’ conference, setting the stage for future investments in the regional rail sector.
