JORDAN: LAND TRANSPORT REGULATORY COMMISSION REVIEW JORDAN

CPCS was contracted to review the existing land transport regulatory policies and framework in Jordan to ensure that it is conducive to private sector participation (PSP). It is intended that the result of this task be used as a basis for further studies aimed at evaluating the need for revised legislation.

CPCS evaluated the pros and cons of the different institutional and regulatory structures as to how a
LTRC is to be structured. CPCS set out detailed pro-competitive regulatory requirements for the land (rail and road) transport industry as they relate to: entry regulation and licensing, safety, environmental protection, consumer protection, service and performance standards, tariffs, access and competition matters, universal service obligation, the appeals procedure and the rules relating to penalties.

CPCS advised on the institutional and organizational arrangements needed to affect public land transport regulations and to keep the Regulatory Committee independent and accountable. At the end, we completed the design of the Land Transport Regulatory Commission organizational structure covering governance, staffing, job description of key positions, as well as capital and operating budget for 3 years.

Lastly, CPCS carried out a training needs assessment, identified training needs and prepared a capacity building program to meet the requirements of the Land Transport Regulatory Commission and the Ministry of Transport.
