The objective of this assignment is to review and provide comments and recommendations on a previously-undertaken feasibility study for the proposed Da Nang – Quang Ngai Expressway (DQE) in Vietnam. Another objective will be to carry out a capacity building program to support the preparation and implementation of the project.

The DQE, as part of the main north-south expressway in the central region of Vietnam, has been identified by the Government as one of the top priorities for development. In May 2009 CPCS commenced with an in depth review of the feasibility study, with a particular focus on the issues that have a bearing on national policy for expressway development. CPCS is responsible for undertaking: a technical study of preliminary design, environmental and social assessments, a study of toll rates, review of economic and financial analysis, outlining of PPP arrangements, and a review of the project implementation plan. CPCS will also design and implement a capacity building programme to streamline project implementation.
