In June 2009, the CPCS Urban Development team began work on the Urban Development Master Plans for Calabar City and Development Areas in Cross River State (CRS) project. Cross River State is an ethnically diverse, sparsely populated, coastal state in southeastern Nigeria, along the border with Cameroon.

The objective is to direct the development of the City of Calabar and other development centres in CRS, over a 50-year growth period. The Master Plan is expected to provide a framework for the development and management of the areas under different development scenarios, recognizing the various pull factors in the regions. CPCS is currently working on a land development framework which will be integrated with the socio-economic development of the various districts, and developed in consultation with various stakeholders.
