In early 2009, CPCS commenced work on a project to reform the Liberian port sector. During 14 years of conflict, Liberia’s infrastructure base has been nearly completely destroyed, with the cessation of the majority of services to citizens. As the peace process provides tangible benefits to the population, the demand for infrastructure increases as transportation services must keep pace with economic growth and expanding opportunities for trade.
Liberia’s main port, the Port of Monrovia, is currently in a poor condition and performing below expectations. As a result, the Government of Liberia (GoL) is presently implementing the Port Sector Reform Program (PSRP) aiming to transform the management of the Port of Monrovia from a public sector service port into a landlord port, through public-private partnership (PPP). The end result will be a more effective and efficient port sector providing reliable service and operating on par with international best practices.
The project is being implemented in three phases. In Phase 1 CPCS is providing recommendations on the restructuring of the Port, which includes developing an institutional framework, legal and regulatory framework, financial and auditing procedures, organizational structure of the new landlord port, and providing an assessment of staffing and training needs. In Phase 2 we will finalize frameworks and an organizational structure, and will prepare an implementation plan. Phase 3 will be centred on providing support to the new institutional and managerial structure.
