CPCS helps clients find innovative solutions to develop and improve water transport services, infrastructure and safety. Our marine-sector strategies and programs develop sustainable services and infrastructure that promote economic growth.

Water transport is the most economical of all modes. It requires relatively low levels of investment compared to road, rail or air transport. It is well suited for the movement of bulk commodities. Poor communities rely on water transport for both cargo and transport of people. It is also more energy efficient and environmentally friendly than other modes. However, it has traditionally been neglected by policy makers, who have focused on developing road networks.

CPCS has helped governments in developing countries to develop and implement policies designed to support water transport. These projects have included rehabilitating aids to navigation, promoting community based water transport, and institutional reform of government and parastatal agencies.

Our expertise includes legal/regulatory reform, economic analysis, community engagement, environmental impact analysis, small craft safety, technical support (identification of appropriate technologies) and procurement.

We have been awarded Canada’s highest international development award
for our contribution and dedication to social and community development,
environmental protection and capacity building in the water transport sector.
