CPCS is leading player in the design of Privatization and PPP transaction documents, providing legal advise on privatisation and PPPs transactions,  including new legal structures and in the development of utilities and transport regulatory framework  and regulatory and competition agencies,  especially in developing countries. Our approach is practical taking into consideration the individual countries specific needs rather than the adoption of standard models.

CPCS capability in legal and regulatory reform:
  • Carry out legal due diligence in preparation for  privatisation or PPP projects;
  • Preparation of transaction documents –concession agreements, sale contracts; franchise agreements, power purchase agreements, tender document preparation, etc;
  • Design regulatory frameworks for transport and utility industries;
  • Design competition policies for economies embracing market reform;
  • Prepare Privatization Master Plans;
  • Design and establishment of privatization agencies and  regulatory, PPP and competition   authorities; and
  • Draft enabling legislation.
